I've only been at this 2 years, but I sowed 75 acres of hay on 3 farms in that time. Both were an Alfalfa-Grass mix. 40/60 in 2020, and 60/40 in 2021.
I also used a brillion, and on soil that was fairly sandy in 2021. One thing we always did was drill oats in with the alfalfa as a cover crop. We used to put half the grass seed (10lbs/Acre) in the drill with the oats and 10lbs/acre in the brillion. On one field I came under 16lbs/acre and the field ended up being my best field.
I have planted smaller fields without a cover crop which were a little slow but came along. I think I would just be patient. It looks like you have more than 4 alfalfa plants per square foot. (cant really tell)
