Anyone had experience with herbicide carry over, particularly Spartan or some other grass suppressing material?

I planted some orchardgrass/clover into an old tobacco field and the orchardgrass is very small and yellow. In a few clumps, the grass is dark green and tall. Almost has a seed head. The field was sprayed with Spartan 2 or 3 years ago this Spring.

I was thinking 12-18 months would be maximum for herbicide carryover?

Any help appreciated.

Did you do any soil tests before you planted? could be a huge lack of nutrients in the field.
